General Assembly
The General Assembly, made up of the member cities in good standing represented by their mayors, governs the OWHC in accordance with the General By-Laws and meets annually. At the General Assembly, the Members in good standing discuss issues that concern the mission and objectives of the OWHC and make recommendations to the Board of Directors in this regard. They guide the activities of the Organization. They receive, study and adopt the work program and special reports of the Organization and determine and control the financial policy of the Organization in addition to examining and adopting the budget and the financial report.
