Kotor Takes Action to Strengthen Risk Management in Its Historic Centre

The Secretary General of the OWHC, Mr. Mikhaël de Thyse, accompanied by Mr. Michal Krazucki, Director of the Warsaw Heritage Protection Department, and Mr. David Johnson, Consultant for the OWHC’s Assistance Program in case of Emergencies, conducted an advisory mission in Kotor (Montenegro). Workshops were held on June 18 and 19 on managing risks to the historic center of Kotor (fire, earthquakes, overtourism, etc.). These workshops made it possible to update the “Diagnostic Report on Evaluation and Management of Risks” published following the diagnostic workshop in Warsaw (May 21–22, 2025) and to propose an action plan.
The mayor of Kotor, Mr. Vladimir Jokic, expressed his support and confirmed the implementation of a pilot project involving the creation of a “strategic map” and an emergency evacuation plan for St. Trophimus Cathedral and the Kotor Museum. The city of Kotor is thus the first city in the OWHC to take concrete action as part of the Assistance Program in case of Emergencies. Progress on this pilot project will be presented at the 18th OWHC World Congress (Marrakech, October 26–29, 2026) to promote the program.
