Publication of the report from the Quebec Collaborative Network and the Quebec–Amsterdam City2City Mission
The Organization of World Heritage Cities (OWHC) is pleased to publish the results of the Collaborative Network led by the City of Quebec on “Management of Tourist Bus Traffic in Historic Centers”, as well as the report from the City2City mission conducted between the City of Québec and the City of Amsterdam.
Bringing together eleven member cities—Amsterdam, Bordeaux, Brugge, Dubrovnik, Istanbul, Ljubljana, Luxembourg, Morelia, Puebla, Quebec, and Strasbourg—this Collaborative Network has made it possible to explore a challenge common to many historic centers: the management of tourist coach travel. These discussions helped identify shared issues, highlight trends in approaches observed across various urban contexts, and formulate 21 recommendations focusing on governance, planning, regulation, multimodal solutions, the visitor experience, data collection, and policy monitoring.
In addition, the City2City mission between Quebec City and Amsterdam provided an opportunity to delve deeper into several of these issues and highlight concrete levers for action, notably the importance of a clear political vision, the strategic use of data, and the development of credible alternatives to touristic buses in historic centers.
